Does the VLA resolution exceed that of all Earth-based optical telescopes?

Answer:

No, in fact.  That honor belongs to the VLA’s cousin, the Very Long Baseline Array (VLBA), which can achieve a spatial resolution of about 0.001 arcsec.  The VLBA’s spatial resolution even exceeds that of the Hubble Space Telescope.
